DATE IP Non-State Actors
This package includes some of the key non-state threat actors that can be used in the DATE-Indo Pacific operating environment, and includes some investigative reporting videos as well as some documents to aid in scenario development. These actors can be used in both expeditionary and domestic settings, dependant on the training requirement, and will continue to be added to over time.

Olvanans Non State Actor Hacking Group Lead Typhoon.
Investigative report into the group known as Gabal Forever, a small group (less than 100) of people who do not like the way the government and business leaders are catering to foreigners in attempt to chase the tourist dollar. Many of these are 85%-95% ethnically native to the local islands and trace their ancestry back beyond written history through the oral history tradition of their ancestors. These people are upset about the change in their island’s life and would like it to return to what it was 200 years ago before Westerners arrived.
Investigative report into the group known as the Free Sulu Movement or FSM, a conglomerate of anti-federation and independence factions of the Belesian archipelago. The group seeks to break free of the alleged overreach of the Belesian central government and abuses of the Belesia Federation National Guard.
The Red Tiger Front (RTF) is an extreme left-wing anti-fascist and anti-racist political movement active in the US, Europe, and Australia. Though established in its current form in 2005, some of the groups which make up the RTF have been in existence since the immediate post war years. Their recent re-emergence into prominence can be understood as a direct response to the rise of far right populist regimes across the world, as well as violent far right street groups, especially in Western liberal democracies.
The Redback Raiders Motorcycle Club is a criminal organisation using the cover of a motorcycle club to mask its criminal activities. Originally formed in Manilla, South Torbia, the Redback Raiders have formed into a transnational criminal network that is predominantly involved in weapons smuggling and drug trafficking. Chapters can be found across many western nations. Whilst there are many members who only participate in the shared enthusiasm for classic motorcycles, many new members, especially the younger ones are exclusively involved with organised crime.
Thorskrig are an extreme right wing and white supremacist organisation with many chapters located across multiple western nations. They style themselves with Viking iconography and are generally involved with low level arms and drug trafficking, armed robbery and extortion. Their main threat to society resides in their propensity for violence and their propaganda activities to destabilise local authorities with anti-government protests. They have been known to associate with other criminal organisation, especially those with a similar right wing ideology.
The VPF are an armed insurgent group within Belesia, specifically the islands of Panay, Negros, Cebu and Bohol. They are predominantly a Christian based organisation, unhappy with the Islamification of key islands in Belesia. They are responsible for terrorist attacks against the Belesian Government and have been known to conduct kidnap for ransom, political assassinations, sabotage and extortion. They also conduct non-kinetic actions such as infiltration of key community organisations such as student groups and labour organisations to enable propaganda to support their cause for an independent secular state.
The Socialist Student League, otherwise known as the SSL, was originally a university club first registered at the Portland State University in Portland, Oregon in 1994. Its stated aims were to provide a space for like-minded students to discuss socialist-Marxist ideas and organise activism. It has since expanded into many chapters at various university and college campuses across many western countries. The SSL now considers itself as a revolutionary anti-capitalist organisation that organises protests against Western imperialism whilst supporting other socially progressive issues. Whilst the majority of the SSL members are simply earnest left-leaning students, there is an extremist element within the organisation which openly pursues violent action against those deemed to be ‘fascists’, as well as provoking police violence at demonstrations and protests as part of a broader-based information campaign to show state authorities in the light of oppressors. Many local law enforcement agencies keep a close eye on the SSL as they are a likely vector for suspected Olvanan influence and espionage activities.
The Olvanan Friendship Society (OFS) is at the surface level, just a collection of local community organisations spread across major urban centres throughout the western world. Whilst not overtly subject to central control, the near identical structure of each local chapter, coupled with close dealings with Olvanan diplomatic establishments within their host countries, indicates that the OFS is at least connected and possibly funded in part by the Olvanan Communist Party (OCP). The stated mission of the OFS is to serve the interests and needs of the Olvanan diaspora. These services include language training and translation, personal finance, legal services, advocacy, and social contact for isolated individuals, particularly new migrants. Whilst the OFS is generally a benign organisation helping the Olvanan diaspora overseas and fostering cultural understanding, it can be used as a vector by the OCP for espionage and influence activities.
